For the first time in almost 30 years of reported apparitions at Medjugorje, the Bishop of Mostar refuses to answer media questions about them. His opposition to the apparitions has been well-known throughout his time as a bishop, but now he refers to the international commission appointed by the Vatican to study Medjugorje.

The Holy Roman Catholic Church must wait for the apparitions to end before She can make a judgment on the apparitions in Medjugorje. When an allegedly supernatural event has occurred, it is the responsibility of the local bishop to conduct an investigation. Canonically, the bishop is entrusted with the role of "oversight" of the diocese. This role of "oversight" is based on the bishop's responsibility both for public worship and for the religious teaching which occurs in the diocese. The Church did not decide on Lourdes or Fatima until long after the apparitions ended.

Ten years have passed since the Bishops’ Conference of former Yugoslavia published its Declaration on the events of Medjugorje.
The Declaration was preceded and prepared by long and painstaking work of several Commissions: two diocesan Commissions and a Commission of the Bishops’ Conference of former Yugoslavia had worked for seven years. Based on these studies, the Bishops’ Conference, published the following Declaration at its meeting in Zadar on April 11, 1991:
The bishops, from the very beginning, have been following the events of Medjugorje through the Bishop of the diocese (Mostar), the Bishop's Commission and the Commission of the Bishops Conference of Yugoslavia on Medjugorje.

The Congregation for the Doctrine of the Faith elaborated, from 1974-1978, some new criteria for discerning apparitions and revelations, which were expounded in a normative text, which, for a long period, was only made available to the Ordinary [local bishop] who, confronted with the fact of an apparition, addressed himself to the Sacred Congregation. These standards govern the treatment of events after 1980 (notably Medjugorje), and they also brought about the resumption of certain previous investigations (those of Bonate and Garabandal, amongst others):
